Summary: This presentation is a showcase of various GIS tools developed for bicycle network analysis and planning. The showcase includes a tool for assessing community-wide bikeability, a tool for forecasting bicycle volumes based on street topology, and a tool for evaluating different bicycle improvement plans in terms of exposure to danger situations for bicyclists. The tools will be demonstrated with case study data. The presentation will include a review of the Highway Capacity Manual Bicycle Level of Service and a discussion about using bicycle and pedestrian data collected through citizen-volunteer count programs.

Bio: Dr. Michael Lowry holds a joint appointment in Civil Engineering and Bioregional Planning at the University of Idaho. He is an affiliate researcher for the National Institute for Advanced Transportation Technology. His research focuses on capital investment decision-making and transportation planning for bicyclists and pedestrians. Dr. Lowry teaches courses related to sustainable transportation, engineering statistics, and economic analysis. He received his PhD in Civil and Environmental Engineering from the University of Washington and BS and MS from Brigham Young University.

Summary: Cycling is on the rise across the U.S. and its popularity has grown beyond the usual leaders - Portland, OR, Seattle, WA, Davis, CA, Minneapolis, MN and Boulder, CO. New York City, NY Chicago, IL and Washington, DC are among those cities making significant investments in bike infrastructure in recent years and have realized substantial growth in people taking to the streets on two wheels. This presentation will summarize some results from our comprehensive assessment of the safety, operations, economic impacts, user experience, and perceptions of new protected bikeways in 5 cities U.S. cities (Austin, TX; Chicago, IL; Portland, OR; San Francisco, CA; and Washington, D.C.). To support this research, the team collected and analyzed 204 hours of video, 2,300 returned surveys of residents, and 1,111 returned surveys from people intercepted riding the new facilities.

The Initiative for Bicycle and Pedestrian Innovation (IBPI) is teaming up with Alta Planning + Design to offer a firsthand, on-the-ground training opportunity at the end of October.

They will teach a trail design course at Portland State University, with field tours of some of Portland's biggest trail challenges and best solutions.

Course instructors are Alta associates Robin Wilcox, George Hudson, and Karen Vitkay. They will share their experience and provide examples from some of the best trails around the country.

Multi-use trails, not accessible by car but meant to be shared by pedestrians, cyclists and the occasional leashed dog, are pleasant routes by almost anyone’s standards. Often winding through wooded areas or along waterways, insulated from the noise of traffic and offering contact with nature, they present an attractive alternative to cyclists who are not as comfortable riding on busy streets.

In 2009, researchers at the Massachusetts Institute of Technology (MIT) developed the Copenhagen Wheel, a device that converts an ordinary bicycle into a hybrid e-bike.

An e-bike is considered a motorized bicycle under Massachusetts law. This means that once the 13-pound, 26-inch Copenhagen Wheel is attached to the rear wheel of a bicycle, the resulting vehicle requires a driver’s license to operate, must be registered with the DMV, and its rider must wear, not just a bike helmet, but a motorcycle helmet to be in compliance with the law.

Electric bicycles, or e-bikes, are well established in China and other Asian and European countries but market adoption has been slow in the United States.

Part of the reason could be that the law is often nebulous where e-bikes are concerned.

NITC researchers at Portland State University conducted a policy review revealing the current state of legislation regarding e-bikes in the United States and Canada.

The report, Regulations of E-Bikes in North America, provides a summary of legal definitions and requirements surrounding the use of electric-assist bicycles in each of the 50 states, Washington D.C. and 13 Canadian provinces.

Summary: The most recent edition of the Highway Capacity Manual (HCM) contains analysis procedures for measuring the level-of-service (LOS), also referred to as quality of service, provided by an urban roadway to bicyclists. The method uses different design and operating features of the roadway segment (e.g. width, motor vehicle volumes and speeds) to assess an LOS grade of A (best) to F (worst). These procedures are used by planners and engineers to recommend how existing streets could be retrofitted or new streets designed to better serve people on bicycles (and other modes). However, the current HCM does not include methods that address protected bike lanes (aka “cycle tracks” or “separated bike lanes”), only conventional striped bike lanes, shoulders, and shared streets. There are other methods for predicting comfort from a bicyclist’s perspective that do consider protected bike lanes, but they are either based only on expert opinion or on surveys in Denmark.

Topic: Trick or Treatment? Impact of Route-Level Features on Decisions to Walk or Bike
Summary: Some travel routes attract people walking and cycling, while others may scare them away. What features of street environments are most important, and how do available routes affect decisions to bike or walk on a specific trip? 

Research to date has focused on either large-scale areal measures like "miles of bike lane nearby" or else has considered only shortest path routes. Neither method is suited to capturing the impact of targeted route-level policies like neighborhood greenways. This session will present a new technique for measuring bike and walk accessibility along the most likely route for a given trip. The method is applied to travel data, and results provide new insight into the relationship between route quality and travel mode choice.

OTREC researchers Krista Nordback and Sirisha Kothuri will present research at the North American Travel Monitoring Exposition and Conference (NATMEC) from June 29 to July 2, 2014.

The conference, organized by the Transportation Research Board, provides an opportunity for traffic monitoring professionals to share information about collecting and using traffic data.

Nordback will talk about what professionals can do to maintain bicycle count programs at the state level. She will give a presentation on the feasibility of using existing traffic signals to collect bicycle counts, and on what to do with that data once it is gathered.

Kothuri will present strategies for counting pedestrians using existing resources such as signal controllers and software already installed at intersections.

A team of students from Portland State University took second place this week in the Cornell Cup USA, with a traffic hazard predictor called SAFE.
SAFE, or Situational Awareness Fault?Finder Extension, is an intelligent device that could be used with bicycles, motorcycles, or automobiles, though it was created with the safety of two-wheeled travelers in mind.
The device is designed to enhance a vehicle operator's situational awareness. It tracks the movement of vehicles behind the user, monitoring their position, velocity, and acceleration.

The SAFE creators considered giving the user an overhead representation of the surrounding traffic, with color-coded alerts to signify approaching danger, but felt that that might be too distracting. Citing research that showed that people react more quickly to audio than visual cues, they decided to give the user feedback through stereo audio.

A student participating in the Portland Bridges to Baccalaureate program completed a summer internship doing research for OTREC this year.

Yasmina Green, a 34 year old non-traditional student attending Portland Community College, was intrigued when she heard about the Bridges program. Green, who eventually hopes to get a master’s in public health at PSU, took advantage of the opportunity to secure a summer internship working in a public health-related field.

“I was a bit confused as to where I was going to go,” Green said. “Public health is so broad. The Green Lane project was something that kind of piqued my interest. I was a bike commuter.”

The Green Lane Project, a project of People For Bikes, has selected six cities to serve as pilot sites for new designs and approaches to creating comfortable, separated bike routes. OTREC researchers are involved in assessing the safety, operations, economic effects, user experience and perceptions of the new protected bikeways.

The Initiative for Bicycle and Pedestrian Innovation (IBPI) opened the Ann Niles Transportation Lecture series Monday, August 26 with a talk by Jean-Francois Pronovost, the vice president for development and public affairs at advocacy group Vélo Québec. The Ann Niles lecture series serves as a legacy to Ann Niles, who was a strong advocate for livable neighborhoods and served on many boards and committees related to transportation in Portland. OTREC and IBPI are proud to be part of an ongoing collaborative effort to make Portland a more livable city.
 
Pronovost was preceded at Monday's lecture by OTREC director Jennifer Dill, who opened the talk with remarks about Niles' spirit of advocacy and passion, and the opportunity that Portlanders have to change their city for the better. Jean-Francois Pronovost has been instrumental in building the world’s longest bicycle greenway, the Route Verte, which runs 3,100 miles through the province of Quebec. He described the process of building partnerships with nonprofits, local businesses and community groups in order to make the greenway a reality.
