Copenhagen is world-renowned as a bicycle-friendly city. Since the 1980s, Copenhagen has been encouraging people to bicycle through an ambitious program that includes expanding the city’s bicycle network, building new cycle routes, and improving safety and security. Niels Jensen will highlight how the city has achieved high levels bicycling through its policies, actions and funding. Jensen has been actively involved in Copenhagen’s cycling renaissance for the past couple of decades. He has published articles and made presentations on topics such as cycle tracks, bicycle parking, and green wave corridors.

Abstract: The new safety paradigm, Vision Zero is built around the basic idea that even if not all traffic crashes can be avoided, all severe injuries can, in principle, be avoided. Building a "safe system," where all predicted crashes have tolerable health losses, requires a new roadway design philosophy. This new philosophy calls for shifting from the traditional preventing crashes to preventing health harm. This shift calls for switching from designing roads to have space for evasive action to managing the kinetic energy transferred in crashes to human bodies to be within its injury tolerance.

Abstract: This report offers a new view of urban transportation performance. It explores the key role that land use and variations in travel distances play in determining how long Americans spend in peak hour travel. It shows how the key tool contained in the Urban Mobility Report – the Travel Time Index – actually penalizes cities that have shorter travel distances and conceals the additional burden caused by longer trips in sprawling metropolitan areas. Finally, it critically examines the reliability and usefulness of the methodology used in the Urban Mobility Report, finding it does not accurately estimate travel speeds, it exaggerates travel delays, and it overestimates the fuel consumption associated with urban travel. How we measure transportation systems matters, and the nation needs a better set of measures than it has today.

Abstract: Today, most streets are designed and managed to meet mobility standards that focus on the movement of motor vehicles, failing to adequately accommodate and prioritize transit, walking, and biking. A new culture of innovation is needed in transportation as traditional solutions alone will not suffice. By 2035, the Portland Plan envisions transportation facilities that are designed and managed to prioritize travel investments that improve walking, biking, and universal accessibility as the first priority.

In support of this vision, Peter Koonce, Manager of the City's Signals, Street Lighting, & ITS Division will discuss how he's looking to make the City's traffic signals consistent with these goals resulting in more effective integration of land use, transit, cycling, and walking. The discussion will be centered around research that is needed to improve our understanding of best practices from the U.S. and Europe for application in Portland.

In order to promote the use of new energy vehicles, China is now launching a big campaign, called "New Energy Vehicle 'Ten Cities & Thousand Units Demonstration' Plan". This presentation will be focused on the background, progress and some key issues to be addressed during the implementation of the demonstration plan. Specific cases of Shanghai, including the Expo demonstration and Chongming Island demonstration will also be mentioned.
