Due to the nature of our federal funding, project timeframes proposed should be for one year, and should generate measurable results in that time. All OTREC awards require a minimum of 100% match from non-federal sources. Please remember that it is critical that you obtain match commitment as part of putting together your proposal. OTREC has announced its 2008-2009 Request for Proposals (RFP) for transportation research, education and technology transfer projects. The total funding available under this RFP is approximately $2.8 million, and OTREC expects to fund as many high quality proposals as possible from a variety of disciplines. Proposals should be for relevant work that relates to the OTREC theme and supports national transportation priorities. Proposals must be from faculty members at PSU, UO, OSU or OIT, but faculty investigators are encouraged to work with other academic or agency partners. Non-federal match of 1:1 is required. OTREC released its second RFP for transportation research, education and technology transfer proposals on April 11, 2007 (projects will begin October 1, 2007). The RFP invites research proposals that combine advanced research with applied projects that fit the OTREC theme, and are within the USDOTís priority research areas of safety, mobility, global connectivity, environmental stewardship, security and congestion. Education proposals should serve to attract more students to a transportation profession, or support continued education for practitioners. Technology transfer proposals should support transportation outreach, including dissemination of research results, continuing education, and training. Faculty members and research faculty eligible to serve as Principal Investigators (PIs) at Portland State University, the University of Oregon, Oregon State University, or the Oregon Institute of Technology may submit proposals. Abstracts are due April 27; full proposals are due May 25.
With approval of the OTREC Strategic Plan, OTREC is pleased to release its first Request for Proposals (RFP) for transportation research, education and technology transfer projects. Through our program the National Institute for Transportation and Communities (NITC), we've kickstarted the latest round of our Pooled Fund Grant 2018 (Problem Statements due May 15, 2018) – an opportunity for agencies and other partners to join forces in addressing a pressing transportation issue.

One champion identifies a problem that is common to other agencies, cities, or MPOs and then recruits other partners who are willing to collaborate and contribute financially to the project. At this point, NITC steps in and matches the funds that the partners pooled – making it possible to pursue a question that is greater in scope than any one agency or city could pursue on its own. Simple process, right? Maybe not! Yet, this process can be exciting, empowering and, most importantly, lead to the implementation of a project that produces immediate and impactful outcomes.

Active transport modes such as bicycling are associated with many advantages including lower congestion and emission levels and improvement in personal health. Many cities are interested in increasing bicycle activity to take advantage of these benefits. To understand if their municipal efforts are successful in increasing bicycle activity, cities require accurate accounting of bicycle traffic. Since directly observing counts are expensive, these data continue to be limited to a few points on a network.
