The US 101 Corridor Mobility Master Plan in San Luis Obispo was a two-year planning effort that evaluated the 70 mile corridor on 12 performance measures. This collaborative effort was led by the San Luis Obispo Council of Governments (SLOCOG).

Performance based planning is becoming more important for agencies receiving State and Federal funding. Smaller, rural regional agencies will have to find ways to collect, report, and use performance metrics with limited resources. SLOCOG's first performance-based planning effort was the US 101 Corridor Mobility Master Plan, funded through a State grant.

Funding for this project came from a Partnership Planning Grant awarded by the California Department of Transportation (Caltrans) along with SLOCOG matching funds. The study team — made up of staff from 6 cities, the county, SLOCOG, Caltrans, the Air Pollution Control District, and the Regional Transit Authortiy — evaluated the corridor using 12 performance metrics and input from the public. 140 project alternatives were evaluated on several measures of effectiveness to determine which improvements were more beneficial to the corridor. Leadership from elected officials and access to federal and state funding are crucial components for successful transportation and land use planning in urban areas, according to a study recently completed by Portland State University’s National Policy Consensus Center.

The study, “Regional Transportation and Land Use Decision Making In Metropolitan Regions: Findings From Four Case Studies” (Read The Full Report Here) looked at efforts by regional agencies in four urban areas to coordinate land use and transportation via governance, coordination, growth centers and transportation improvement programs. The study is part of an OTREC project led by Rich Margerum of the University of Oregon’s Department of Planning, Public Policy and Management.

Margerum, along with Robert Parker of UO and Susan Brody and Gail McEwen of the National Policy Consensus Center, looked at the Puget Sound Regional Council in Washington, Metro in Oregon, the Denver Regional Council of Governments in Colorado and the San Diego Association of Governments in California for the project. The team examined literature and reports, conducted 40 interviews and also conducted an online survey of over 450 individuals within the four regions. Sponsored by OTREC and UOís Department of Public Policy, Planning and Management, Laddís talk will ìtry to make sense of a century of transportation planning.î Ladd is an independent historian who received his Ph.D. from Yale University. He has taught history at the Rensselaer Polytechnic Institute and is a research associate in the history department at the University of Albany, State University of New York. He is the author of Autophobia: Love and Hate in the Automotive Age and The Ghosts of Berlin: Confronting German History in the Urban Landscape, also published by the University of Chicago Press.
