This report evaluates the fair value of an exclusive license that authorizes the Oregon Department of Administrative Services (DAS) or another entity to be the exclusive provider of electronic access to the Oregon Driver and Motor Vehicle Division (DMV) driving records to disseminators and other recipients authorized by DMV for a fixed time period. Numerous valuation approaches and methodologies are considered while accounting for the unique characteristics of the exclusive license as an intangible asset; we conclude that the discounted cash flow (DCF) method within the income approach is the most appropriate for the valuation of this exclusive license.
