THE TOPIC
About every eight years, the Oregon state legislature passes a large state transportation funding package. Transportation funding packages in Oregon have historically included funding mechanisms such as the gas tax, program areas such as Safe Routes to School, projects such as freeway widenings, and transparency and accountability measures such as establishing new reporting requirements and advisory committees. The way this legislation is developed and who has a seat at the table highly influences package contents and the public and political support needed for its passage. In this presentation, I will provide highlights from my recently published report, Oregon in Motion (PDF), which covers the development, content, and impacts of HB 2017 - Oregon's most recent transportation package - and previews what is to come with the next package anticipated for 2025.

Cassie Wilson, Transportation Policy Manager, 1000 Friends of Oregon
Cassie is 1000 Friends of Oregon’s Transportation Policy Manager. Cassie first connected with 1000 Friends as a member of our Land Use Leadership Initiative (LULI) cohort in 2021. This experience ignited her passion for local land use and transportation advocacy. Cassie later joined 1000 Friends as our 2023 Paul Gerhardt Jr. intern, during which she completed the Oregon in Motion report, interviewing subject matter specialists on critical transportation policies and programs around the state. Cassie brings a wealth of policy, political, community organizing, and coalition experience to this role – most recently she worked as a legislative assistant during Oregon’s 2024 short session. With a bachelor’s degree in liberal studies from Portland State University and a strong commitment to sustainability, Cassie is dedicated to driving positive change in Oregon’s land use policies.PROFESSIONAL DEVELOPMENT

Portland State University's Transportation Research and Education Center (TREC) is home to the U.S. DOT funded National Institute for Transportation and Communities (NITC), the Initiative for Bicycle and Pedestrian Innovation (IBPI), PORTAL, BikePed Portal and other transportation grants and programs.
